In Côte d'Ivoire, paying public utility bills for electricity (CIE) and tap water (SODECI) is fully digitized. Whether using a prepaid electricity meter (CIE Compteur Liberté) or a traditional monthly bill, there is no need to visit physical utility offices in person.
This practical guide outlines simple steps to recharge CIE electricity meters and settle SODECI water bills from your smartphone using Wave, Orange Money, MTN MoMo, or Moov Money.
1. Recharging Prepaid Electricity Meters (CIE Compteur Liberté)
Prepaid CIE Liberté meters are now standard across most recent and renovated residential housing in Abidjan.
Recharge Procedure via Wave:
- Open the Wave Côte d'Ivoire smartphone app.
- Select "Pay a Bill" ➔ "CIE Electricity" ➔ "Prepaid Liberté Meter".
- Enter your 11-digit CIE meter number (printed on your smart meter card).
- Enter the desired top-up amount (e.g., 5,000 XOF, 10,000 XOF, or 20,000 XOF).
- Confirm with your PIN code or fingerprint authentication.
- A 20-digit recharge token appears instantly on your screen and is sent via SMS.
- Key these 20 digits into your meter keypad (CIU keypad box) and press the green confirmation key.
Recharge Procedure via Orange Money (*144#):
- Dial
*144*4*2#on your mobile phone. - Select "CIE Prepaid Liberté".
- Enter your meter number and amount, then confirm with your secret PIN code.
2. Paying SODECI Water Bills via Mobile Money
Settling SODECI water utility bills requires your customer account identifier:

- On your paper or SMS SODECI invoice, locate your Subscriber Account Number.
- In your Wave app or via
*144#(Orange) /*133#(MTN), select "SODECI Water". - Enter your subscriber account number.
- The app automatically displays your outstanding bill balance.
- Confirm payment. An official electronic receipt is issued immediately.
